On the morning of October 31, the General Administration of Customs of China announced the cancellation of the health declaration code for entry and exit, marking the end of a chapter that began with the re-launch of the code in January 2020.

According to the relevant provisions of the "People's Republic of China Frontier Health and Quarantine Law" and its implementing rules, the General Administration of Customs has decided that starting from November 1, 2023, individuals entering or exiting the country are exempt from filling out the "People's Republic of China Entry/Exit Health Declaration Card."

根据《中华人民共和国国境卫生检疫法》及其实施细则的有关规定,海关总署决定自2023年11月1日零时起,出入境人员免于填报《中华人民共和国出/入境健康申明卡》.

However, individuals with symptoms of infectious diseases such as fever, cough, difficulty breathing, vomiting, diarrhea, rash, unexplained subcutaneous bleeding, or those diagnosed with infectious diseases must proactively declare their health to the customs and cooperate with the customs in conducting health quarantine work, including temperature checks, epidemiological investigations, medical examinations, and sample testing. 

但有发热、咳嗽、呼吸困难、呕吐、腹泻、皮疹、不明原因皮下出血等传染病症状,或已经诊断患有传染性疾病的出入境人员须主动向海关进行健康申报,并配合海关做好体温检测、流行病学调查、医学排查、采样检测等卫生检疫工作。

Those who conceal or evade quarantine will bear corresponding legal responsibilities, and those who cause the spread of quarantine-infectious diseases or pose a serious transmission risk will bear corresponding criminal responsibilities.

如有隐瞒或逃避检疫的,将承担相应法律责任;引起检疫传染病传播或者有传播严重危险的,承担相应刑事责任。

Since January 2020, the Chinese mainland implemented a quarantine declaration system due to the COVID-19 pandemic. Travelers were required to complete a health declaration on their smartphones, providing information about symptoms, recent travel history, and transportation details. Upon completion, a QR code was generated, which became mandatory for entry or exit.

However, starting from Wednesday, this declaration will be canceled, and the entry or exit process will revert to pre-pandemic procedures.

This decision by the Chinese mainland reflects a step towards normalizing travel procedures while maintaining necessary precautions for public health. It is expected to streamline the entry and exit process, making it more convenient for travelers while ensuring the continued safety of all individuals.

The change comes as a welcome development for travelers, and represents the scrapping of the last remaining COVID rules for those entering or leaving the country.
